Upside Down Dinner Casserole

½ pound bacon
2 medium onions, sliced
1 ½ pounds hamburger
1 pound carrots,sliced
2 Tablespoons flour
5 to 6 potatoes,sliced
salt & pepper
1 can cream of mushroom soup.
Cover bottom of casserole dish with bacon slices. Press ground beef (uncooked) on top of bacon. Follow with sliced onions and carrots. Sift flour over the carrots and then add sliced (raw) potatoes. Season with salt & pepper to taste. Pour can of mushroom soup over top. Cover and bake at 375 degrees for 1 ½ hours until vegetables are tender.
